The 1990s has witnessed a growing concern from governments in the performance of universities. While the universities historically have been trustees to manage high standards in teaching and research this trust seems to have been declining. As many higher education systems throughout Europe have experienced problems on quality in teaching and research, the adult of government evaluation and the external controls have grown. It is argued here that in order to regain the initiative, the universities have to pay greater attention for the organization and function of its basic units, the departments. The volume presents results from the empirical study investigating conditions conducive to innovative research. The focus is on university departments in the social sciences, identification as innovative or stagnant intellectual communities as well as a viable leadership are identified as key factors in establishing environments that performing excellently in research and teaching. The text addresses academic readers in sociology, education, political science and administration as well as bureaucrats and other professionals active in the field of higher education.
