Author Biography:

AKIFUMI KUCHIKI is Director-General at the Institute of Developing Economies, Japan External Trade Organisation (IDE-JETRO), Japan. His previous publications include Catastrophe Expectations and the Importance of the Timing of Policy Implementation in Economics Papers and Silicon Valley in the South in the Brazilian Journal of Political Economy with Kagami. MASATSUGU TSUJI is Professor of Economics at Osaka School of International Public Policy, Osaka University, Japan. His previous publications include Private Initiatives in Infrastructure (with Berg and Pollitt). The Internet Revolution and Information Technology, Policy and Digital Divide (both with Kagami and Giovannetti).
