Author Biography:

PATRICIO SILVA is Lecturer of Political Sociology at the Institute of Cultural and Social Studies, Leiden University, The Netherlands. He is co-editor of several books including Designers of Development: Intellectuals and Technocrats in the Third World (1995), The Politics of Expertise in Latin America (1998), and Modernization, Leadership and Participation (1999).
