The purpose of this study is to analyse the gaps between the provisions regulating the right to education in the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and the actual legislation on the right to education of persons with disabilities in Turkey. The study addresses CRPD first in terms of general principles. It tries to explain the provision on the right to education and the scope of the State’s obligations. Explanations and assessments on CRPD have been accompanied by information on the legislation in Turkey which regulates the right to education of persons with disabilities and affects the right to education. The author sets GAP Analysis and suggestions forth by making necessary assessments in accordance with the comparative method.

Author Biography:

Selda Çağlar completed her bachelor studies in law at Ankara University and her master studies in public administration at Trakya University. She earned her PhD in public law at Marmara University. Currently, she is Faculty Member at Trakya University.
