Author Biography:

Mark A. Abramson is executive director of the The IBM Center for The Business of Government. Prior to joining the Endowment, he was chairman of Leadership, Inc. Mr. Abramson served as the first president of the Council for Excellence in Government. He also served in the Office of the Assistant Secretary for Planning and Evaluation in the U.S. Department of Health and Human Services.
