Roman Joswik, PhD, is Director of the Military Institute of Chemistry and Radiometry in Warsaw, Poland. Nikolai I. Vatin, DSc, is Chief Scientific Editor of Magazine of Civil Engineering, and Editor of Construction of Unique Buildings and Structures.
