STREETER, PhD, is the Meadows FoundationCentennial Professor in the Quality of Life in the RuralEnvironment and former chair of the Community and AdministrativeLeadership Concentration in Social Work at The University of Texasat Austin. H. STEPHEN COOPER, PhD, is Associate Professor of SocialWork and Associate Dean, College of Liberal and Applied Arts atStephen F. Austin State University in Nacogdoches, Texas.
