With a current global population approaching 7 billion predicted to reach 15 billion within 100 years, living space within urban development will be at a premium. At present governments find it hard to provide sufficient funds to meet infrastructure requirements so it becomes a never ending struggle to just catch up. If humanity is to survive on a livable planet within a predicted changing climate, it would appear necessary to start looking at and designing what will be required in future years and working backward.
