Author Biography:

WILLIAM G. WEBSTER, SR. is Professor of Education at California State University, Stanislaus. He is the author of Effective Collective Bargaining in Public Education (1985) and One By One (1972), a novel. He has served as teacher and administrator at all levels of public school operation in large urban districts as well as small rural ones.
