The difference between languages that children learn in the home (their mother tongues) and the languages valued by society and established as the medium of instruction in schools is an almost universal problem in educational systems. Proposals for mother tongue education, for bilingual programmes of various kinds, or for more effective teaching of literary or standard languages all depend on an understanding of the underlying problem of language education in multilingual settings. Author Biography:

Bernard Spolsky was born and educated in New Zealand, earned a doctorate from the Universite de Montreal and taught in New Zealand, Australia, England and the United States before his appointment at Bar-Ilan University in Israel from which he retired in 2000 as Professor Emeritus. He has written eleven monographs, edited 24 books and published 245 articles and chapters in learned journals and books. A past president of International TESOL and also of the International Language Testing Association, he was awarded a Guggenheim fellowship, an honorary D.Litt. from Victoria University, and is a Fellow of the Linguistic Society of America.
