Author Biography:

Saadia M. Pekkanen is Job and Gertrud Tamaki Professor, Jackson School of International Studies; and Adjunct Professor at the School of Law, University of Washington, USA. Kellee Tsai is Assistant Professor of Political Science at Johns Hopkins University, USA.
