Frank Plummer's first group of humans destined to take on Supers, called the Collective is obliterated, leaving the young Robert Ruffner as the only survivor. Along with other orphaned children from Super attacks, Frank starts a new Collective, this time training the members properly from scratch. While the events of Common Men: The Last Watcher are taking place the Collective must survive against Black Assassin and his associates.
