Author Biography:

Ian Clark is Fellow of Selwyn College and Deputy Director of the Center of International Studies at the University of Cambridge. Iver B. Neumann is Head of the Section for Foreign Affairs and Security Studies at the Norwegian Institute of International Affairs, Oslo.
