It is an auxiliary force to the police, and by its presence main tains good order and prevents lawlessness, thereby securing to the citizen his vested rights and privileges. It 18 certain that a smaller force, well disciplined and thoroughly inst, ructed that can be quickly concentrated, is of more service to the State, in the protection Of its varied interests, than a large force scattered through its borders and without the burden of taxation being very grievous upon the people.
