The investigation Was restricted to establishments having 10 or more employees, except in the case of 22 smaller establishments which were included for some special reasons. It does not include in its Scope working people who are members of the families of the proprietors. Superintendents, overseers, engineers, bookkeepers, and other office employees were likewise excluded from the report, except foremen of gangs who worked with their sub ordinates, who have been considered as workmen.
