All of the belligerents are directly concerned with maintaining their credit and the parity of exchange, not only in Europe, but in South America and the Orient. It should not be nec essary to say that anything which promotes the business and financial interests of enemy countries or citizens or subjects of enemy countries, or which expedites payments or business ventures of citizens or subjects of enemy coun tries, including the maintenance of their credit, and which gives them the use of banking facilities in neutral coun tries, is a military advantage, and that anything which hinders the freedom of their exchange, deprives them of the use of banking facilities, and lowers their credit is a military disadvantage.
