Excerpt from The Restoration of Suffragan Bishops Recommended: As a Means of Effecting a More Equal Distribution of Episcopal Duties, as Contemplated by His Majesty's Recent Ecclesiastical Commission The writer of the following remarks thinks it advisable to state at the outset, with reference to the recent Commission, that, without pronouncing how far and in what cases the formal approval of the Church to the Report of such a Commission may be dispensed with, agreeably to ecclesiastical usage, - or how far a Commission is of authority in which the Lay Members outnumber the Clerical, - or how far it is expedient or pious to alienate for the benefit of other places endowments left for the uses of particular sees or parishes, he desires to View the Commission as the expression of the Church's wish for certain changes in her economy, sanctioned and furthered by the King, as her supreme governor, at the instance of the Bishops, his natural ecclesiastical advisers.
