He should know besides, what object each single machine ought to accomplish, and by what means, and to what degree of perfection this can be done. For this purpose, a thorough acquaintance with the machines used in the mills is requisite; that is to say, a knowledge of the principle and of the manner of action of the machines. To acquire this by observation is not only difficult and tedious, in consequence of the complicated construction of these machines, but almost impossible without a certain amount of preliminary mechanical study.
