Some of the proclamations of the earlier Governors have not been found either in the public archives or in the newspapers of the day. Time will doubtless reveal the omissions; and the publication of what has been gathered will aid in bringing to light the missing documents. It has been thought best to issue a special index volume for the entire compilation.
