He agreed that, under the altered circumstances of the country, the territory under his control was too large for a Local Government to admin ister properly, and he held that the primary, object to, be aimed at was to improve administration in Bengal by reducing its area. The next object, he urged, was to select the districts to be transferred in such a manner as to secure the best interests of the people and efficiency of administration. Holding.
