William a Graham, of Orange: On the Amendment of the Constitution, in the Senate, December 12th, 1854 May vote in the Senate, who now has the right to vote in the House of Commons, provided the Constitution be readjusted in other parts to suit the change thus made. But your sys tem is built upon the freehold qualification in electors for the Senate, as upon'a foundation stone. Taking for granted that that was to remain, other important provisions were en grafted into the Constitution, which would have found no place there, but for it to support them. Before, therefore, you prize out this part of the foundation of your edifice, it may be well to examine the condition in which it will be left af ter the operation has been performed.
