Excerpt from Sixty Fourth Annual Report of the State Board of Education Showing Condition of the Public Schools of Maryland for the Year Ending July 31, 1930 Reference to the Table of Contents on the preceding page will Show the rather complete study which is made of the measurable activities in our school program. The report shows uninterrupted progress in all phases of school work. At the beginning of the report is included a statement regarding the State Public School Budget for 1931 and the budget requests for 1932 and 1933. The percentage Of trained and experienced teachers working under com petent supervision continues to increase making possible more efficient instruction of the State's children; in fact, we are reliably informed that the percentage of teachers with standard training in all of our schools, rural and urban, white and colored, probably leads the country; this is made possible by our program for teacher training in Our normal schools, largely at State expense, and by our equalization program, which makes it possible for even our least wealthy communities to employ teachers with standard training as vacancies occur, without increasing local tax rates for school maintenance beyond the average for the counties Of the State in 1922, when the equalization fund was first established. More and more boys and girls are entering high school and Successfully completing the high school course. Additional provision for transportation Of pupils to larger graded and high schools continues to result in the abandonment of one-teacher schools which are handicapped in many ways in giving children an adequate school training. The progress Shown in this report was made possible by the enthusiastic co-operation received from all county teachers, clerks, attendance Officers, supervisors, and superintendents, who have in most cases been given the whole-hearted moral and financial support of their patrons and county commissioners.
