Mr. Mica. I'd like to call the first meeting of the Subcommittee on Civil Service to order. I'm John Mica, I've been chosen to Chair this panel. Good morning to some of our witnesses and those in at tendance, also to my colleague, Frank Mascara, from Pennsylvania. Can't help but reflect that I feel a bit like Vaclav Havel this morn ing. I remember when he addressed the House, was it a year or so ago, and he opened his statement, and said something like, 4 months ago I was in jail and wasn't allowed to speak, and here I am before the Congress. And my situation is somewhat similar. Four months ago I wasn't allowed to speak in this committee, at the last hearing in the full committee, and here I am today chairing a panel. So it's an exciting time for me. I want to take this opportunity to welcome everyone to this first hearing of the newly created Subcommittee on Civil Service of the Government Reform and Oversight Committee.
