Excerpt from Report of the Minister of Education, Province of Ontario: For the Year 1930 The schools are maintained for a growing and intelligent population Of over three millions, with all the obligations that implies, and from these Obligations it is confidently expected the people will not shrink. Education is supported chiefly and administered wholly by representative boards Of trustees Selected by the ratepayers and to them is largely due the credit for the advances that have been made. During 1930 a survey of the Situation supplies ground for congratulation. There were schools of all grades in the Province, not taking account of the attendance and important work done in night schools. That was an increase Of fifty schools over the previous year. The teaching force exceeds teachers. The enrolled attendance exceeded pupils and the average attendance All these figures are higher than for the previous year. As will be Observed later the improvement in school attendance figures is an outstanding illustration Of the popular interest in education. The dimensions to which the investment Of money in our schools has attained is impressive. Taking the elementary schools alone, the value Of sites, buildings, furniture and equipment in 1929 amounted to In that year the total receipts of public school boards throughout the Province was The secondary schools represent a capital investment Of approximately with an annual revenue of in 1929, the last year for which complete figures are available. The Province has not drifted into this expenditure. It represents a long period of devoted service by school trustees and parents to the public welfare as related to the training of youth with the result that Ontario to-day occupies a notable place in the field of education. At a time like the present it is natural that the cost of education should be scrutinized more keenly than when public and private finances are flourishing, and prudence suggests during any period that care should be taken to see that the value Of money spent comes back to the spender. If curtailment in one respect or another, such as capital Charges should become necessary, it may be assumed as a cardinal principle that the general efficiency of our schools will be preserved and that no abrupt halt to indispensable outlays is conceivable. This is the spirit which has animated Ontario for generations and represents the reasoned conclusions of its people.
