After our experience with protec tive tariffs from 1816 to 1833, the trend from the latter date, with the exception of the act of 1842, was towards a lower level of duties. The Civil War legislation changed this course of our history. Higher and higher rates were imposed to protect domestic industries burdened with heavy internal taxes until, in 1865, we had reached a high general level of duties. The war acts were emergency measures. But again, new industrial conditions were created, vested interests appeared, with the result that revision of the tariff proved a most dif ficult matter. Indeed, after several decades, a high tariff came to be regarded as the established policy of the country.
