The former are for carrying on a communication between the towns on the ridge Of the mountains, in the coldest and most populous region Of the kingdom; and the latter are destined for foreign commerce, and the relations whichcsubsist between the interior and the ports Of Vera Cruz and Acapulco; besides facilitating an exchange between the produc tions Of the mountains and the burning plains Of the coast.
