Too often it is at this point that funding runs out. Chapter I has been fortunate in that its demonstrated effectiveness has earned it continuing support in Congress. The result is that, even though Chapter 1 is dependent on the annual education appropriation, thus subject to drastic reduction or elimination from year to year, so regular has funding been that school administrators have come to look upon the program and the personnel as integral parts of the school curriculum. Chapter I endorses this attitude inasmuch as it contributes to greater effectiveness of the total school effort.
