ROBERT LEACH is Principal Lecturer in Government at Leeds Business School, Leeds Metropolitan University. He is a co-author of Local Government and Thatcherism, author of British Political Ideologies and a contributor to a number of other books. - JANIE PERCY SMITH is Principal Lecturer in the Policy Research Institute, Leeds Metropolitan University where she is engaged in a wide range of research relating to local governance, community development and policy evaluation.
