Excerpt from Keeping Fraudulent Providers Out of Medicare and Medicaid: Hearing Before the Subcommittee on Human Resources and Intergovernmental Relations of the Committee on Government Reform and Oversight, House of Representatives, One Hundred Fourth Congress, First Session, June 15, 1995 We are in the process of replacing the Explanation of Medicare Benefits with a monthly summary notice to cut down on the paper work everyone has to live with, which will also permit us to high light more centrally where the beneficiary can turn for assistance with questions or to report any problems of one sort or another. In addition, in previous administrations, the practice of sending such notices for services such as home health visits where copayment or deductibles were not required was discontinued in order to save money. We have reinstituted the process of sending such notices for home health beneficiaries in the southeastern part of the United States in a pilot project that we expect to expand to the rest of the Nation within the next few months, again as part of the expanded process of enlisting beneficiaries in detecting and identifying fraud and abuse problems.
