This conclu sion is more especially true as applied to the poorer classes. Flats or apartments renting from one to six thousand a year, since they confer all the luxuries and comforts and almost the privacy of separate houses, need not be considered here; but the lower down one goes in the scale of rents, the nearer do these flats shade off into tenement houses, with their objectionable features. In Philadelphia, however, neither the tenement house for the poor nor the flat for the rich has taken root. Each is equally rare in the Quaker city.
