Ladies and gentlemen, with deference to our ranking minority member, Mr. Machtley of Rhode Island, who has not joined us yet, we are going to delay this another 5 minutes before getting started. Ladies and gentlemen, this committee will come to order. Mem bers of the subcommittee, witnesses, ladies and gentlemen, today marks the first in a series of hearings to be convened by the Sub committee on Minority Enterprise, Finance, and Urban Develop ment to examine whether or not Federal programs designed to pro mote minority business development are, in fact, meeting the pur poses and the objectives set out by enactments that were set forth by the Congress. Today, we will be hearing from the National Aeronautics and Space Administration. The Department of Defense, the Department of Energy, the Office of Personnel Management, and the Depart ment of Transportation will be also brought in to testify at future meetings of this subcommittee.
