Excerpt from Europe and America, in 1821, Vol. 1: With an Examination of the Plan Laid Before the Cortes of Spain, for the Recognition of the Independence of South America I request that this spirit of conciliation and pacification may preside over the interpretation of every thing that may have escaped in a work which was, of necessity, hastily composed. An impartial judge is always inclined to interpret in mitius. It 18 in this spirit that the expression of country of evil fame, that will be found in the chapter on the death of Napoleon, should be considered; it only refers to a common opinion, which has been founded upon actions, that are to be attributed only to the 'manners of the least civilised portion of the inhabitants of that country. Not a single act or general qu alification has been heard. The population of Corsica is known to resemble that of other civilised countries, and that it has presented France with men of great distinction in several professions.
