Res. 216 Before the Subcommittee on Asia and the Pacific of the Committee on Foreign Affairs, House of Representatives, One Hundred Third Congress, Second Session, August 11, 1994 As we are calling around for a quorum we will change the order of business today to mark up two resolutions, a sufficient number of members having arrived, and we will proceed presently with our hearing. The Subcommittee on Asia and the Pacific meets today to take look at what could be called the other South Asia, those portions of the Indian subcontinent other than India and Pakistan, the two South Asian countries that most frequently draw our attention. Specifically, we will focus this morning on recent developments in Afghanistan, Bangladesh, Nepal, and Sri Lanka. What besides their geographical location do these countries have in common? Three of the four are struggling, with various degrees of success, to institutionalize democratic principles amidst societies where assassination and street violence are still a frequent occur rence. The fourth of our four countries, Afganistan, is enmeshed in a bloody civil war and is only now beginning the difficult process of establishing the principles and practices of democracy.
