The state shall pass no law abridging the freedom of speech or of the press, or the right of the people peaceably to assemble, and petition the government for the redress of grievances. Sec. 12. The military shall be subordinate to the civil power. Sec. 13. No soldier shall, in time of peace, be quartered in any house without the consent of the owner, nor in time of war, except in the man ner prescribed by law, and no standing army shall be maintained by this state in time of peace.
