On September 1 I will retire from my position as director general after 13% years' service as the executive officer of the Pan American Union, and, therefore, as the highest Official, or editor in chief, so to speak, responsible for this publication. While the chief credit for its record and excellence should be given to the members of the staff who have given it regular editorial direction, I have, nevertheless, always felt a deep special interest in the bulletin and have realized what an important feature it is of the work of the Pan American Union.
