At the opening of each public hearing, the presiding chairman clearly outlined the purpose of the investigation and hearing. At no public hearing were there fewer than two members of the committee in constant attendance. Persons identified for the first time in public hearing as having subversive affiliations were notified of the fact by registered letter, where practicable.
