By the State Constitution of 1777, the Mayor of New York and all local officials except aldermen and constables, were appointed by the State Council Of Appointment. This body was composed of the Governor and of four Senators chosen by the Assembly of the State, one senator from each of the four great senatorial districts into which the State was then divided.
