Excerpt from Address of the Hon. Manning Doherty on the Sinclair (South Ontario) Motion Re Industry of Agriculture, Ontario Legislature, Wednesday, February 28th, 1923 During the Session of 1921 I introduced into the House What are commonly called the Rural Credit Acts. These Acts become law and form the basis of the operations of our Agricultural Development Board for Long Term Credits, Short Term Credits, and the taking as deposits the savings of the people. In their introduction into the House these Arcts received the sympathetic consideration and support of nearly all of the Members. The Members of the House, no doubt, will remember that, in introducing my Rural Credit measures I took the opportunity of paying a tribute to the good work which was being done by the banks of the coun try. There 1s no one in this Province or in this country who more clearly appreciates the wonderful assistance which has been given by the banks to the up -building' of the country. I realize that in the banking profession we have some of the ablest and most pu'blic-spirited men of Which the coun tryican boast. I said then, as I say now, that the banking system of this country, admirable and all as it is to take care of our industrial and commercial requirements, is absolute ly and totally unable to adequately take care of the require ments of the rural people I think when I have developed my argument on this particular question that you will see the reason why it is that our banks and our banking system is fundamentally unable to take care of the credit require ments of the farmers. This is a question which is engaging the attention of public men, not only in this country but in England and in the United States.
