Although it is quite commonly supposed that the whole policy of the Japanese government was changed immediately upon the signing of the Perry treaty, this was not the case. The revolution by which the Mikado was restored to supreme power, and through which Japan entered upon a career of progress un exampled in history, did not occur until fifteen years later, or in 1868.
