Other important activities successfully completed during the year were the presentation of the case for Concord as the site for the proposed New Hamp shire Technical Institute, and the preparation of a workable program for com munity improvement. This brief review of the year 1962 would be incomplete without mention of Concord's new regional shopping center. The opening of this major shopping facility marks the beginning of a new era in local merchandising and fore shadows the promise of future progress by private enterprise toward a better community. While the demand for municipal services continues to grow, your city govern ment has been mindful of the need to practice strict economy in full knowledge of the heavy tax burden placed on property by New Hampshire's narrow-base tax structure. Nevertheless, no effort has been spared to provide those services which are essential to the health, safety and general welfare of the citizens of the community. The item of taxes is an all important one, and although my recommendation that a complete revaluation by an outside appraisal firm was turned down, I still feel that the City will eventually come to it, or as an alternative, furnish the Assessing Department with enough office space to engage additional personnel to complete the job ourselves.
