Many Philippine educational and political leaders believe the nation is facing a crisis in education. This study focuses on the struggle of educators to develop excellence in higher education. E. Nelson Swinerton analyzes educational policy issues both under consideration and in implementation. Author Biography:

E. NELSON SWINERTON is Chair of the Political Science Department and an Associate Professor of Urban and Public Affairs at the University of Wisconsin--Green Bay. Research for this study began in 1983 when Dr. Swinerton served as a Fulbright professor on higher education management for the Philippine-American Educational Foundation. He is co-author of Ugandan Asians in Great Britain, and has written numerous articles for various journals.
