The Issachar Project was created in Phoenix, Arizona on February 21, 2009 when psychologist Steve Kossor addressed a group of about 70 people who had gathered to learn more about the fantastic opportunities that exist within the Medicaid system to fund behavioral treatment for children with Autism and other disorders using the Early and Periodic Screening, Diagnosis and Treatment (EPSDT) funding mandate, regardless of family income. This book explains in detail how EPSDT is "the greatest treatment funding secret ever concealed" and shows parents, advocates and attorneys how to unlock its treasures for the good of children with disabilities throughout America. Practitioners can implement the treatment concepts and strategies described here that have been tested successfully for more than 20 years for the benefit of the children they are treating anywhere in the world.

Author Biography:

The founder and executive director the Institute for Behavior Change, licensed psychologist and certified school psychologist Steve Kossor, has been recognized by the US Congress, both houses of the Pennsylvania Legislature, the Centers for Medicare and Medicaid Services, and by the President's New Freedom Commission on Mental Health for his visionary leadership in the creation of a successful community-based treatment model for children with serious mental illness symptoms called "Effective Treatment in a Wraparound Cup." This force multiplier treatment model increases the power of a single licensed clinician by a factor of 30 or more. It has been studied by independent researchers from four different educational institutions -- University of North Carolina at Chapel Hill (2007), Thomas Jefferson University (2010), Villanova University (2012) and Immaculata University (2013) -- who all found statistically significant associations with reductions in physical aggression, environmental safety deficits, noncompliance with adult prompts, socialization deficits and communication deficits in children from 2 to 21 with Autism, ADHD and other disabling conditions. Mr. Kossor lectures throughout the US to show how "Effective Treatment in a Wraparound Cup" can be implemented successfully in any US state via Medicaid (in 33 states, regardless of family income) and how to maximize the probability that parents get and keep funding for their child's treatment until the treatment is finished successfully.
