FRANK BLACKABY, formerly Deputy Director of the National Institute of Economic and Social Research, London, and Senior Researcher at the Stockholm International Peace Research Institute (SIPRI). Executive director of two Pugwash books: A Nuclear-Weapon-Free World: Desirable? Feasible? and Nuclear Weapons: The Road to Zero. – TOM MILNE is a Researcher at the London Office of Pugwash Conferences on Science an World Affairs. He has published widely on nuclear disarmament issues and is co-editor (with Maxwell Bruce) of Ending War: The Force of Reason.
