Television news suggests that violence and warfare are the dominant features of contemporary society. History can convince us that it has ever been so, and many theorist of international relations argue that nothing is likely to change. Yet Roy Weatherford argues that we are on the verge of a profound change in social relations - the end of the sovereignty of nation-states and the warfare between them, and the beginning of the rule of deomocratically established, collectively enforced international law.
