Excerpt from University of the State of New York Bulletin: February 1, 1913 It will be noted that this law preserves the district quotas ap portioned to districts consolidated, and the total amount will be applicable to the payment of the salaries of teachers employed in the schools of the new district. The intent is to leave to the dis tricts the determination of the question of consolidation. The district superintendents still retain the power to dissolve dis tricts and annex the territory thereof to adjoining districts. But it is suggested that the districts be given full opportunity to exer cise the privileges conferred by this law, before summary action be taken for the purpose of compelling consolidation and annexa tion of districts whose inhabitants are opposed thereto. District superintendents will be expected to exercise the power of dissolu tion and annexation only when the educational welfare and necessities of a community clearly require such action.
