On the 1sth of July in the present year the King signed, and so gave the ultimate constitutional sanction to, a couple of documents empowering action which, continued and developed through the years that are to come, should exercise a profound influence upon the people of this part of England. These documents are the charter of the modified University of Manchester and the charter of the new University of Liverpool; they mark a stage in the activity of the educational bodies Upon which they have been conferred, though, of course, they cannot create fully equipped Universities. The grant of these charters is but an incident in a significant movement among the English speaking communities of the world - a movement which aims at the creation of widely increased facilities for educa tion of University type; it is the latest incident, but it will not be the last.
