Excerpt from Uniform Crime Reports for the United States: 1980 With the issuance of Crime in the United States - 1980, we in law enforcement reflect on the decade of the 705 with mixed emotions. It would appear that the concerted efforts of law enforcement at all levels of government have yet to find a panacea in the fight against crime. The decade saw a 50-percent increase in crimes reported to law enforcement as measured by the Crime Index. There were only 2 years - 1972 and l977 - when we experienced a respite; all other years were characterized by increases. Students of the crime problem have pointed to various reasons for the growth in reported crime during the last 10-year period. Among these were a higher sensitivity on the part of the public in reporting crimes that were heretofore unreported, an economic situation conducive to the commission of crime, and a lowering of the threshold of risk in being prosecuted for the commission of a crime. While these or other reasons may explain that 50 percent increase, the fact still remains that our society was and is faced with a burdensome social problem. Crime is a major concern; its reduction has to be a, national responsibility. If we are to enter the decade of the 803 with the legacy of the 705, then the task of law enforcement becomes even more onerous. As shown by the phenomenon of the past 10 years, law enforcement alone cannot cope with this grave social ill.
