Doctor Edmund J. Wellington (Richard Lynch) has developed the next generation of military weaponry; a satellite based particle beam that scrambles the human target’s neurological impulses turning them into fearless insanely aggressive killers. In a demonstration to top U.S. Army advisors, the weapon produces an unforeseen side effect: the original target gains the ability to project this neural energy to a “secondary target” at close contact.
One of the advisors is affected by the beam and goes on a killing spree in his high rise apartment. The Total Force headed by John Drake (Timothy Bottoms), an elite Special Forces Commando unit, is called in to terminate the adviser. In a devastating room to room battle, Total Force ultimately takes out the madman. Dr. Wellington’s project is shut down, but he attempts o lay the blame for all of the destruction on Drake.
In an effort to regain control of his weapon, Dr. Wellington assembles a crew of mercenaries led by Jack O’Hara (Frank Stallone), August (Calista Carradine), and Boris (Oleg Taktarov). They assault the army command centre and retake control of the satellite. Total Force is called back into action in a counter attack to put an end to Wellington and O’Hara crew. In a spectacular grenade and gun battle both O’Hara and Drake find they have been double crossed by their commanders and must join forces and fight their way out of an army of neurologically altered killers. It’s a full-scale hand to hand pitched battle where the action never stops.
