As the President expressed it, democracy is on trial, and democracy responded to the first call by proffering its services, as another high official has said, through a perfect welter of organizations. The first task is to give all these organizations a place in the great machine which is to carry on the war. This is being done rapidly through the Council of National Defense. Whatever state ments are made concerning organizations and activities during this period of coordination and rearrangement are subject to instantaneous change. Almost necessarily, therefore, have mis statements and errors crept in, but no pains have been spared to make the statements accurate up to June 1. The time of going to press.
