What is entered in the public accounts is legal payment, whether cash or silver. In A. D. 1035 an order was made that taxes should be paid in strings of cash. But for Fukien, Kwangtung, and Kiangsi, silver was allowed to be paid. In Kiangsu silk goods of native manufacture could be paid. All these were at that time legal payment.
